Honestly, just grab a workshop 1v1 map. After downloading, invite your friend to a lobby, select the Workshop Maps in the map selection, pick your downloaded map, and launch. These maps are already set up for 1v1s, so no need for console commands. Easy peasy.

To play a 1v1 in CS:GO with your buddy, first, you'll need to create a private lobby and invite your friend. Once you're both in, choose a map and before starting the game, open the console (enable it in game settings if you haven't) and type 'game_mode 1' and 'game_type 0' to set it to a classic competitive mode. After this, type 'mp_limitteams 1' and 'mp_autoteambalance 0' to prevent team balancing. Now, start the match, and you've got yourself a 1v1 setup!
