To get the black bars in CS:GO, you gotta adjust your GPU's control panel settings. For NVIDIA, open NVIDIA Control Panel -> Adjust desktop size and position -> Select 'Aspect ratio' and make sure to check 'Perform scaling on:' GPU, then choose your preferred resolution in CS:GO settings. If you're on AMD, it's similar: open AMD Radeon Settings -> Display -> GPU scaling to On and Scaling Mode to 'Preserve aspect ratio'. This should get you those nostalgic black bars.

Just change the aspect ratio in-game settings to 4:3 and adjust your monitor or GPU settings to not stretch the image. It's pretty straightforward.
