Easy peasy! If you wanna get those nostalgic black bars for CS:GO, dive into your graphics card control panel. For NVIDIA, right click on your desktop, open NVIDIA Control Panel, go to 'Adjust desktop size and position', select 'Aspect ratio' and check 'Perform scaling on:' to GPU. Make sure to pick the resolution you want in-game that naturally gives you black bars. For AMD, it's pretty much the same drill but through AMD Radeon Settings. Don't forget to set your in-game resolution to match your chosen aspect ratio!

Honestly, just play full screen. It gives you more to see and you don't miss out on enemies lurking in the corner. Black bars are so 2012.
