Just drag it bro. Open CS:GO in windowed mode, drag it to the other monitor, and switch it back to full screen. Done deal.

Actually, I found that the best way to ensure CS:GO opens on my second monitor every time without fail is to edit the launch options. Right-click CS:GO in Steam, go to properties, then set launch options, and type in '-windowed -noborder -x 0 -y 0' (without quotes). This starts the game in windowed mode with no border, and you can just move it to your other monitor.
