Just cap it through your graphics card's control panel. Nvidia and AMD both have options to limit FPS for individual games, including CS:GO. It's a bit more reliable and affects the game even before it launches.

Easiest way? Open CS:GO and hit the tilde key (~) to bring up the console. Then just type 'fps_max [your desired fps limit]' and hit enter. So, if you want to cap it at 60, you would type 'fps_max 60'. Remember to enable the console from the game settings first if you haven't!

I tried both methods - console and NVIDIA control panel. Honestly, using the console feels more straightforward if you're in-game. But setting it via your GPU's control panel is a one-time thing and works for all games, not just CS:GO.
