Just do 'mp_limitteams 0' in the console to remove team limits. Boom, done. You might also want to turn off auto-balancing with 'mp_autoteambalance 0' if you really want to stack one team.

Getting rid of the team limit in CS:GO is pretty straightforward. You'll need to enable the developer console first.
