Super easy, peasy! While you're in a match and spot someone being shady or breaking the rules, just right-click their name on the scoreboard and hit 'Report'. You'll see a bunch of options like 'Griefing', 'Cheating', etc. Pick the one that fits the crime, and boom, you've done your part!

From personal experience, reporting does help. Once reported someone for abusive voice chat, and a few days later got a message that action was taken against them. Just right-click their name in the scoreboard, hit 'Report', and choose the reason. Make sure to be specific about why you're reporting.
