Reporting someone in CS:GO is pretty straightforward. During a match, press the tab to bring up the scoreboard. Right-click to enable the mouse cursor, then click on the name of the person you want to report. A menu will pop up, and you'll see an option to 'Report'. Click that, and choose the reason for your report, like cheating or abusive chat. Valve takes these reports seriously, so only report if you're sure.

Honestly, reporting rarely feels like it does anything. I still do it, though, in hopes one less toxic player ruins the game.
