Honestly, sometimes just pulling the plug and plugging it back in is the fastest. But for real, 'rcon restart' in the console is the way to go if you want to keep it professional.

Restarting a CS:GO server is pretty straightforward. If you have access to the server console, just type 'rcon restart' and hit enter. This command instantly restarts the server. If you're an admin, you might need to first enter 'rcon_password yourpassword' to authenticate yourself. Works like a charm!
