Honestly, you probably don't need to mess with launch options much. CS:GO runs fine for most. But if you're looking to tweak, 'right click on the game in Steam > Properties > Set Launch Options' is the place. Just don't go crazy adding stuff you don't understand.

Pro tip: -tickrate 128 in launch options to make your private servers run at 128 tick. Makes practice much smoother!
