Setting match time in CS:GO requires you to be in a private server or custom game because you can't do this in official matchmaking. First, make sure you've enabled the developer console in the game settings. After that, press the tilde (~) key to open the console. Type 'mp_roundtime_defuse X' or 'mp_roundtime_hostage X' where X is the amount of time in minutes you want each round to last. For example, 'mp_roundtime_defuse 2' would set bomb defusal rounds to 2 minutes each. Don't forget to restart the match for the changes to take effect!
