Setting your CS:GO server to run at a tick rate of 128 is pretty straightforward if you're hosting your own game. Just launch CS:GO and open your console (~ key). Type in 'net_graph 1' to see your current tick rate. If it's not at 128, you can set it by hosting a game and typing 'sv_tickrate 128' in the console before starting the match. Remember, this only works if you're hosting the server!

QuickFix

Just put '-tickrate 128' in your CS:GO launch options. Right-click on CS:GO in your Steam library, go to properties, set launch options, and then just add it there. Easy peasy lemon squeezy!

Honestly, unless you're playing competitively or hosting your own games, the default tick rate is fine. Most casual players won't notice the difference.
