Easiest way? Open the console with the '~' key (you might need to enable it first in the game settings under 'Game Settings' > 'Enable Developer Console') and type 'net_graph 1'. Boom! Now you've got all the info you need on your screen: FPS, ping, and even more juicy details. Want to hide it again? Just type 'net_graph 0'.

Just press 'Shift+Tab' to open the Steam Overlay while in-game. There's an option in the settings to show FPS in all your games, including CS:GO. Super handy and no console commands needed!
