If you're really struggling with Fallout Shelter running in the background and draining your battery, consider tweaking your device's background app refresh settings. For iOS, you can find this under Settings > General > Background App Refresh. Just turn it off for Fallout Shelter. Android users can find similar options under Settings > Battery > More (Three dots menu) > Battery optimization. This way, the app won't update in the background.

Honestly, just uninstall it if you're not playing. Reinstall whenever you feel the itch to micromanage a post-apocalyptic bunker. Saves battery and data.

Just force stop it, LOL. Seriously, go to your app settings, find Fallout Shelter, and hit 'Force Stop'. Easy peasy.

To stop Fallout Shelter from running in the background on your device, you should first try to manually close the app from your recent apps or app switcher menu. If you're on Android, you can also go to Settings > Apps > Fallout Shelter and tap on 'Force stop'. On iOS, double-click the Home button and swipe up on the game's preview to close it fully. This should keep it from running until you open it again.
