Just go into your graphics card control panel. For NVIDIA, right-click on the desktop, select NVIDIA Control Panel, then go to 'Adjust desktop size and position' and select 'Full-screen'. Boom, you're done. Your game should now stretch to full screen in CS:GO without those black bars.

Honestly, why bother? Playing with a stretched resolution just messes up your muscle memory. Stick to the native res and master the game as it is.
