Honestly, why bother? Just play on your primary monitor. Changing it is more hassle than it's worth.

Easiest way? Go to your display settings, make the other monitor your main display, and voila! CS:GO will start on that screen by default. If you're mid-game and need a quick swap, playing in windowed mode can let you drag the game over. Just alt-tab out, drag the window, and you’re set. For a more permanent solution, you can tweak your graphics card settings, specifically under 'Display' - you can set which monitor is preferred for specific games.
