Trading in CS:GO is pretty straightforward but you gotta follow some steps. First, both traders need a Steam account and need to set their inventory to 'Public'. Then, you go to the Steam profile of the person you wanna trade with, click 'More' > 'Offer a Trade'. After that, just drag the items you wanna trade into the trade window.
