Trading up your CS:GO skins is actually straightforward! Firstly, you need 10 skins of the same grade (weapon quality). I did a trade up once with all my blue skins hoping for something fancy, and ended up with a skin that was actually worth more than all the ones I traded in combined! It's a bit of a gamble, but it can definitely pay off if you're lucky.
