Turning on friendly fire in CS:GO is actually pretty straightforward if you're playing on your own server or a private match. Just open the console (you might need to enable it from the game settings first) and type 'mp_friendlyfire 1'. Remember, standard public matches won't let you change this setting, so keep it friendly out there!
