Easy! Just open your console in-game (enable it first in game settings if you haven't) and type 'r_drawparticles 0' to disable blood effects. Don't forget, though, this also gets rid of some other particles like smoke from grenades, so it's a trade-off.

Just play, don't worry about the blood. It's part of the game's realism!

If you wanna get rid of the blood effects, another trick is to bind a key to clear decals. This won't turn off blood completely, but if you press it, it'll remove blood and bullet marks. Just type this in your console: bind 'key' 'r_cleardecals' and replace 'key' with whatever key you want to use. Tap it during the game, and voila, no more blood stains.
