Turning off bullet tracers in CS:GO isn't something you can do directly in the game settings, but there's a console command for it. Just open your console by pressing the tilde key (~), and type in 'r_drawtracers_firstperson 0'. Remember, this command only affects first-person tracers; you'll still see tracers from other players.
