Super straightforward! Just pop open the console in-game (usually the '~' key), and type in 'cl_crosshairstyle 4'. This sets your crosshair to a static style, no more expanding or moving when you shoot or move. Save your settings, and you're all set for a steady aim!

I switched mine to static a while back. Best decision ever for sniping. Like the first answer said, just use 'cl_crosshairstyle 4' in the console. Made a world of difference for my gameplay.
