Unfortunately, you can't directly turn off the warmup period in official CS:GO matchmaking games. The warmup phase is there so all players can connect before the game starts. However, if you're playing in a private server or custom game, the server admin can use the console command 'mp_warmuptime 0' to set the warmup time to zero, effectively skipping it.
