Turning on 'hold to aim' in CS:GO isn't an option straight out of the box since the game primarily uses toggling for aiming down sights, particularly for sniper rifles. However, you can achieve a 'hold to aim' feel with a bit of console command magic. Open the console (enable it from the game settings first) and type 'bind [desired key] +attack2'.
