Honestly, there's no 'upgrading' in the traditional sense, CS:GO 2 is an update, not a separate game. If your CS:GO isn't updating, it's your Steam that's the issue. Check those update settings or maybe your internet connection. Worst case, reinstall CS:GO, but you shouldn't need to 'upgrade' like it's a whole new purchase.

Upgrading to CS:GO 2 is as smooth as a one-tap headshot! Since CS:GO and CS2 are maintained by Valve, your update should be automatic if you've got CS:GO installed on Steam. Just make sure your Steam client is set to auto-update games. If it's not kicking in, a quick restart of Steam or manually checking for game updates should get you into the action.
