Honestly, just stick to the official skins. Keeps things simpler and you won't have issues with Valve's rules. Plus, you support the game devs!

I've been messing with custom skins for years. What you gotta do is find a community server that’s cool with it. Download your skins, put 'em in the right folder, and you're golden. Just never try it in competitive, or you're asking for a ban hammer to hit you square in the face.
