Nope, not all EX Pokemon cards are shiny. While there are some shiny (or holographic) versions that can really sparkle up your collection, many EX cards come in their regular, non-shiny form. It's all about the luck of the draw and what you find in your packs!
Absolutely not. I've opened enough packs to tell you firsthand, you'll find plenty of EX cards that aren't shiny. It's kinda like fishing, sometimes you catch a big shiny one, and other times, you're just hauling in the regulars.
