Actually, only one does. The regular Sam versions are just your average, non-glowing hobbits.

Nope, not all Samwise Gamgee Funko Pops are nighttime adventurers. Only the one where he's holding the Phial of Galadriel has the glow-in-the-dark feature. It's a special version that stands out from the rest of the Samwise Pops. So, if you're hunting for a glowy friend, make sure you're looking for that specific model!

As a collector, I can confirm that only the special edition Samwise with the Phial of Galadriel lights up in the dark. Got mine on a shelf and it's the only Sam that glows when I turn off the lights.
