Nah, Dragon Ball and One Piece exist in completely separate universes. They're both awesome in their own right but don't share a universe. However, the creators did collaborate on crossover episodes which are just for fun, not indicating they're in the same world.

Imagine if they were, though? The power scaling would be insane! Goku and Luffy's worlds are separate, but the crossovers give us a taste of what if.
