Actually, some fan art cards are so well made, they could pass for the real deal! But remember, they're not officially licensed products, so enjoy them for their art, not for competitive play.
Fan art Pokemon cards are as real as my chances of becoming a Pokemon master - which is, sadly, not at all. They're made by fans, for fans, so while they can be awesome to collect or admire, they're not official and can't be used in any serious TCG battles.
