Nope! Fullmetal Alchemist and Fullmetal Alchemist: Brotherhood are different. The first series (2003) diverges from the manga's story, while Brotherhood (2009) stays true to the original manga.

Just speaking from experience, Brotherhood is closer to the manga, and has a more cohesive storyline. Both are great, though!
