Actually, there's a tiny loophole during some free multiplayer events that Sony occasionally runs. During these events, you technically can play GTA Online without a PlayStation Plus subscription. But remember, these events are like finding a needle in a haystack, so don't count on them too much.

Nope, you can't play GTA Online without PlayStation Plus. PS Plus is required for nearly all online multiplayer games on PlayStation, and GTA Online is no exception. So, if you wanna dive into the world of GTA Online, you gotta grab that PS Plus subscription.
