TF2 is pretty old at this point, so it'll run on most modern laptops. If you've got something from this decade, you should be golden.
I run TF2 on my old toaster of a laptop just fine. Turn down the settings if you have to, but it's totally playable!
Absolutely! Team Fortress 2 isn't too demanding. As long as your laptop isn't from the Stone Age and has a decent processor, around 2GB of RAM, and at least integrated graphics, you should be able to run it just fine.
