If you can only scan one plant, it might be a bug. Try restarting your game.

Make sure you're not scanning the same plant twice. Each unique type of plant needs its own scan!

You might need to progress further in the game to unlock the ability to scan more plant types.

I had the same issue! Make sure you've got the correct scanner equipped and that it's not out of charges. Good luck!
