As of now, Rainbow Six Siege doesn't support cross-play between PC and Xbox. Console players can only play with other console players.

Rainbow Six Siege does not allow PC and Xbox players to play together. Consoles only match with other consoles.

I play R6 regularly on Xbox, and unfortunately, cross-play with PC isn't a thing. Maybe in the future!
