If your laptop has at least 8GB of RAM and a decent graphics card, you should be able to run PUBG but maybe not on max settings.

To run PUBG on your laptop, you need at least 8GB RAM, an Intel Core i5-4430, and a GTX 960 graphics card. Check your specs!

I've played PUBG on my laptop with 8GB RAM and a mid-range GPU. It works fine on medium settings, just avoid background apps.
