Actually, there's a bit of a workaround. While technically the level creator must verify their own level to prove it's possible, they can use the practice mode to perfect it. Then, they can share the passcode with a friend to get feedback or show off before the official release. Still, only the original creator can officially verify it.

Nope, the creator of the level has to be the one to verify it. It's like the ultimate test to ensure the creator has made something they can actually complete themselves. But, after verification, they can always share the level for others to play and enjoy!
verification has to be by the person who made it, no shortcuts there!
Technically no, but creators often share 'copyable' versions for feedback or help. Still, the official tick has to be done by them!
