Can special stats go over 10 in Fallout Shelter?
Absolutely, they can! Through the use of outfits, you can push those SPECIAL stats beyond the natural cap of 10. This means if you've got a Dweller with a stat at 10 and you slap on an outfit that gives +3 to that stat, voila, you're now sitting pretty at 13. Super useful for optimizing those resource rooms or sending Dwellers out into the Wasteland.

Yep, can confirm! Had a Dweller with Strength at 10, gave them an outfit with +5 Strength, and they turned into a super worker in the power plant. It definitely makes a difference, especially when you're trying to max out production efficiency.
