Nope, Xbox Live Silver won't give you access to FOB missions in Metal Gear Solid V: The Phantom Pain. You'll need Xbox Live Gold for that.

From personal experience, to play FOB missions in MGSV TPP, I had to upgrade from Xbox Live Silver to Gold. So yeah, Gold is required.

Unfortunately, you need Xbox Live Gold to play FOB missions in MGSV TPP. Silver just won't cut it for online play!
