Riot's got a tight grip on region changes, so while you can, it ain't easy. It's more of a 'restart your game life in a new region' scenario. Not ideal if you're attached to your skins and rank.
Honestly, just stick to your region. Changing it is more trouble than it's worth unless you really need to move.
Tried it once, can confirm you can change regions but it's a bit of a hassle. Had to wait for Riot support to get back to me, and when they did, poof, welcome to a new region. But yeah, everything you've earned stays behind, kinda like moving countries IRL.
