I tried using the flare gun on an enemy once, but it doesn't work like that. It's just for summoning supply crates and armored vehicles.

Unfortunately, the flare gun in PUBG Mobile can't be used as a weapon. It only shoots flares to signal a supply drop or a vehicle drop.
