Actually, in Undertale's Pacifist route, you won't gain any experience points (EXP), so you stay at LV 1 throughout the game. It's all about befriending!

In Pacifist mode, your LV (Level of Violence) stays at 1, but you do get to level up your friendships with awesome characters!
