Nope, you can only play him via the DLC, not in the base game. Shadow gets his own spotlight!

I played as Shadow in Sonic Forces. It was a blast, just need the DLC.

Yes, you can play as Shadow in Sonic Forces! Just make sure you have the Episode Shadow DLC installed and you're good to go.
