No, Forma's not tradable. Trust me, I've had to grind for every single one.

Forma is off-limits for trading, but you can get other awesome stuff from fellow Tenno!

Unfortunately, you can't trade Forma, but you can trade Prime parts, mods, and lots of other goodies.
