Nah, Burgess definitely didn't kick the bucket in One Piece. Last we saw of him, he was battered but alive after his encounter with Sabo. The world of One Piece is vast and unpredictable, so unless Oda explicitly shows us a character's end, assume they're out there, plotting their comeback or nursing their wounds.
