Nope, Dan Houser didn't write GTA 6. He left Rockstar Games in March 2020, and any development on GTA 6 would've happened after his departure. The Houser brothers had a huge impact on previous GTA games, but this one? Not so much.
Dan Houser's pen isn't behind GTA 6, as he exited the stage before its development. But, knowing Rockstar, they'll keep the spirit alive!
GTA without Dan Houser? Yeah, GTA 6 is happening without any of his storytelling magic. Interesting to see what the new era brings.
