Not really. While there might be similarities, Naruto has a lot of unique elements that set it apart.

Totally, especially when you look at how some of the strategies and abilities are used in battles. Kishimoto definitely took notes from Togashi's work.

From first-hand experience reading both mangas, I can say the influence is there but Naruto definitely has its own flavor. It's like comparing apples to oranges - both are great in their own ways.
