Nope, Iron Man did not become Doctor Doom. They're two different characters in the Marvel universe. Though, in some storylines, Doctor Doom has worn the Iron Man armor.
Actually, in the 2016 comic series 'Infamous Iron Man,' Doctor Doom takes up the mantle of Iron Man after Tony Stark goes MIA. But Tony never becomes Doom.
