Short answer, yes. Long story short, dress your Dwellers in outfits that boost charisma before sending them to the living quarters. It speeds up the whole 'getting to know each other' phase. After that, any outfit boosting other SPECIAL stats might give their kids a little stat boost.

Honestly, folks make too big a deal out of it. Just throw any outfit on them; it's more about the fun of seeing what you get. Sure, outfits can give a slight edge, but it's not like you're crafting super-Dwellers.

From personal experience, yes, outfits do matter! Had a couple in Lab Coats (boosts intelligence), and their kid popped out smarter than your average Vault baby. Coincidence? I think not.
