They definitely respawn, just give it some time. Make sure their house isn't corrupted or missing walls. Patience, my friend!

Yup, Terraria NPCs will respawn, but not instantly. They need a suitable vacant house and it has to be during the day. If you've lost an NPC, make sure you've got their living quarters sorted and just wait till morning. They're not gone forever, thankfully!
